Server is already running

On Windows XP, SlimServer will sometimes fail to start with the error "Another copy of SlimServer is already running".
One possible cause is that networking registry settings were frobbed when making adjustments to (or turning off) the PersonalFirewall.
WinSockXPFix can repair those registry entries and get XP networking to allow SlimServer to start.
